Beer garden, major industrial and hotel reuse among rezoning proposals

Recent proposed rezoningsProposals for a massive industrial development, sports-facility expansion and adaptive reuse of an existing hotel are among several rezoning proposals in University City being reviewed by the Charlotte Mecklenburg Planning Department.

Also being considered: Plans for several hundred multifamily housing units and an amendment to a 2019 rezoning change for more than 400 multifamily units near the University City Blvd. LYNX Station.

Hearing dates have not been set for most of the requests. The Charlotte City Council will likely consider these proposals at an upcoming monthly rezoning meeting, held the third Monday of each month. To learn more about the rezoning process, click here.

Recent rezoning proposals for University City

325 multifamily units near I-485 in Prosperity Village

  • Petitioner: Bainbridge Communities Acquisitions III, LLC  Petition: 2020-159
  • Hearing date: Feb. 22, 2021
  • Location: 14.8 acres on north side of Mallard Creek Road, NE side of Ridge Road and east side of Beard Road. Property is located just east of I-485 interchange.
    Details: Rezone property from R-3 single-family residential to R-22MF multifamily conditional, for up to 325 mulitifamily residential units. Five buildings and 545 parking spaces.

Beer garden at Prosperity Athletic Club

  • Petitioner: Premier Athletic Management, LLC  Petition: 2020-193
  • Location: 10.5 acres on the east side of Browne Road near Benfield Road
  • Details: Rezone property from Institutional conditional to B1 business conditional to allow for renovation/expansion of existing Prosperity Athletic Club. Changes include addition of beer garden.

Major Industrial and multifamily development near Concord Mills Mall

  • Petitioner: Childress-Klein Properties  Petition: 2021-028
  • Location: 287.7 acres on the north side of I-85 just west of Concord Mills Mall
  • Details: Rezone property from CC commercial center to I-1 CD conditional industrial and R-22MF CD conditional multifamily for major industrial park and multifamily community. A small amount of the 300-acre project lies in Cabarrus County and will require a separate rezoning process.

Adaptive reuse of hotel in University Research Park

  • Petitioner: Lucern Capital Partners  Petition: 2021-030
  • Location: 2.6 acres at 8710 Research Drive
  • Details: Rezone property from O-1 conditional office to RE-3 (O) research with residential overlay to allow adaptive reuse of existing buildings. Towneplace Suites by Marriott currently operates at this location.

Apartments and townhouses near TIAA in University Research Park

  • Petitioner: Crescent Communities  Petition: 2021-039
  • Location: 21.5 acres on both sides of Senator Royall Drive near Mallard Creek Church Road
  • Details: Rezone property from RE-1 research to RE-3 (O) research to allow 350 apartments and 30 townhouses. Property is next to existing multifamily community.

Townhome community on Rocky River Road near Buckleigh neighborhood

  • Petitioner: Mattamy Homes  Petition: 2021-040
  • Location: 41.6 acres on the north side of Rocky River Road at Mortonhall Road
  • Details: Rezone several adjoining properties from R-3 single-family residential to R-8MF conditional multifamily for development of single-family attached residential units.

285 multifamily units at 13316 Mallard Creek Road

  • Petitioner: Madison Capital Group, LLC  Petition: 2021-045
  • Location: 19 acres on the south side of Mallard Creek Road between Kings Grant Drive and Odell School Road.
  • Details: Rezone property from R-3 single-family residential to R-17MF for multifamily residential community with 285 units.

Site plan amendment for multifamily community near University City Blvd LYNX Station

Petitioner: Carolyn Associates Owner, LLC  Petition: 2021-047

Location: 24.7 acres at 400 Carolyn Lane and University City Boulevard

Details: Request to rezone from UR-2 (CD) Urban Residential Conditional to UR-2 (CD) site-plan amendment. Proposed changes to current site plan include connectivity language and number of allowed buildings. Property was rezoned in 2020 by Spectrum Companies to allow 405 multifamily and attached single-family dwellings (Petition 2019-152). That petition committed the developer to several transportation improvements including a “robust street network” to connect the new community to nearby streets.
